The purpose of this contract is to provide professional management, tax and accounting services for the Delegation of the Government of Catalonia to the United States of America, under Article 18 of Decree 61/2017, of June 13, on the units of institutional representation of the Government abroad. The contractor shall provide an advisory service, which includes the following services: a) Advice on all matters relating to US taxation that affect the normal functioning of the Delegation. b) Advice on the fulfillment of the requirements of the legal form of the corporation that has the delegation before the competent administrations (e.g. changes in the statutes or in the composition of the Board of Members of the corporation for changes of members...). c) Management and payment of the payroll of the employees of the delegation. d) Advice on aspects related to labor law in the USA. e) Upon request, any other necessary procedure to regularize the situation of both the Corporation that legally undertakes the delegation and the employees. Cómo contamos
Cada lote adjudicado a una empresa cuenta como un contrato, tanto si está adjudicado como si ya está formalizado (firmado). Las licitaciones desiertas, desistidas, renunciadas o anuladas no cuentan. En los acuerdos marco con varias empresas por lote, cada una cuenta como adjudicataria aunque no tenga importe individual. Los importes son sin IVA, tal como los publica la Plataforma; los de Transparencia Catalunya incluyen IVA y se marcan como «IVA inc.». En los acuerdos marco en que todas las empresas de un lote figuran con el mismo importe, ese importe es el techo del lote: no se atribuye a ninguna empresa y en el organismo se cuenta una vez. Los importes más de 50 veces superiores a su presupuesto (y de más de 1 M€) se muestran como dudosos y no se suman. Las comparaciones de ofertas usan la mediana de los lotes adjudicados en los últimos 24 meses (un valor por lote) y solo se muestran con al menos 10 lotes del organismo o 30 del sector. La baja se calcula por lote, frente a su presupuesto sin IVA; «con baja» es más de un 0,5 % por debajo y la baja mediana se toma solo entre esos, porque muchos contratos se adjudican por su presupuesto exacto (precios unitarios o importes máximos). Mismo periodo y mismos mínimos de muestra que las ofertas. La concentración y las cuotas de cada empresa se calculan sobre el importe atribuido a empresas: sin los techos de acuerdo marco, los importes dudosos ni las adjudicaciones a agrupaciones sin empresa identificada.
